Beginning January 1, 2022, California state law (Senate Bill 1383) requires all businesses and multifamily dwellings to recycle their organic waste. In order to be in compliance with this law, businesses and multifamily dwellings must subscribe to an organic waste recycling service provided by Recology Vacaville Solano.
Some businesses that produce limited organic waste may qualify for an exemption as a Small Quantity Generator. The thresholds for an exemption based upon total waste service volume:
- Businesses that have total waste services of less than or equal to 2 cubic yards and produce less than 10 gallons of organic waste per week; or
- Businesses that have total waste services of more than 2 cubic yards and produce less than 20 gallons of organic waste per week.
If you believe your business meets the exemption requirements above, please submit a Waste Assessment Form to the City of Vacaville – Solid Waste and Recycling Office.

1How do I know if my business is a covered generator?
Solid waste volume is determined by current waste service levels. Businesses that subscribe to any combination of services that total four cubic yards or more (including all trash, recycling, and organics services) are considered a covered generator.
2My business doesn’t produce any organic waste, how do I apply for an exemption?
In accordance with CalRecycle
regulations, businesses that produce less than ½ cubic yard of organic waste per week may be exempt from the requirements of AB 1826. To apply for an exemption, please complete a Waste Assessment Form and submit it to the City of Vacaville – Solid Waste and Recycling Office. The form may be completed online

3I submitted a Waste Assessment Form, now what?
Upon receiving your Waste Assessment Form, staff will review the form and perform a site visit to verify your waste stream materials. Following the site visit, you will receive written notification of your exemption status. Due to the number of affected businesses, please allow up to 60 days to receive notification.
4How long is an exemption valid?
While there is not a set term for a Small Quantity Generator Exemption, it is important to note that this exemption, and the criteria for eligibility, are based upon current regulations and may be superseded without notice by future changes in law. Changes to your business’ waste stream may also impact your exemption status, therefore if you anticipate a change in your waste stream, please contact the City of Vacaville Solid Waste and Recycling Office
to discuss alternative recycling opportunities.
